Use 3rd party DNS not the one which provided by BSNL or run your own like

"djbdns" http://cr.yp.to/djbdns.html the simply option is "OpenDNS"

http://www.opendns.com/ then reconfigure your network with this DNS

1. 208.67.222.222 and 208.67.220.220

Even if you're on MTNL broadband (India) network it will work
